Yes,Jean Beels, firefighter and physical culture champion of Belgium. He was Mr Belgium 1960.

The photo was actually taken by Domenique for Lon.

Domenique was a scammer who took advantage of Lon when he sought to expand his presence in Europe.

Domenique had studios in London and Paris photographed European bodybuilders for Lon, and was responsible for distributing Lon's photos of American bodybuilders in Europe.

Lon had declared that business relations with Dominique were disastrous. :(
