Censorship in the 1960s.
I don't have any information on the model or the photographer, but the setting and costume are familiar to me and are from the 1960s. Back then it was illegal to show male genitalia in published photos. The law specifically said, the genitals had to be "covered".
Using fishnet or some other type of see-through material this photographer is technically following the letter of the law. The genitals are covered. Albeit, barely.
