I have this plus several others and it is Troy Saxon himself.
As a P.S., I found another photo from the same shoot (I think) and it says the photo was taken by Troy's friend "Pinky".
If the photo is by "Pinky," it's probably a self portrait because Troy Saxon's real name was Phineas Stuart "Pinky" Rosenberg.
