I'm pretty sure this is Ray Hartl. In my copy of this photo, there is a proof number (for want of a better term) of 317, which 3 more of my Ray Hartl photos have on them (including where he's wearing a leather jacket and belt - and nowt else!)

RAY HARTL posed Nude for Calafran in San Francisco in 1967. Brian E. is correct that is indeed RAY HARTL.
